A saved view is yours until you publish it. Publishing one for the whole company is a permission, and so is withdrawing somebody else’s.
A filter you built is a question you asked. Most of the time it is a question you will ask again tomorrow, and rebuilding it every morning is the most common piece of wasted effort in an enterprise console.
